Service not activated

I 've prepaid connection, on 18/4/09, i 've done topup of 33 rs. which reduce call chg to .60 paise. but even after activation of topup i been chg @ normal rates, i made complaint several time from 20 apr to till dt, but every time i got only assurance of solution within 24 hrs-9 hrs but not the solution.

is there any solution to this matter?
