I canceled my postpaid connection, but someone else using my numbe

Iam taken new connection the no is 0986655816 but some un known person no:09949044961 his billing amount comming under my bill.i went to lodge a complent at Chandanager outlrt.but he didnot take care. Iam asked to convert to prepaid. Iam not atall use both the nombers.but frequently bill is comming to 2 no's.what i Mentioned there. so please lock the Both sim cards as given nombers.09866655816&09949044961.if your not done. Iam going to ccforem.
