Call Rate Issue (Wrongly call rate charges)

In my aritel cell i have a scheme named "Gujarat Pack" in which my call charges is 1 Rs. Per Call (Minute) for any mobile of gujarat & goa, but last 2 to 3 months they charged me 1.50 Rs. Per Call (Minute). For that i had already complained to aritel costomer care regarding call rate arround 20 to 25 times, but each time i get response from him that you are wrongly charged so you will get back the amount, also i get back some amount. But till now i didn't get solutions.
