URGENT regarding winning of prize

On 29th December i have received a message that i've won $5000 as my no. is selected for the prize .and in order to claim the prize they have asked me to call 423697497457.

But when i tried this no. i found all the roots are busy everytime

What is it about.would you please help me in this regard.
