Not getting Network in roaming

Dear SIr,

i am not getting Network in roaming . my number is 09871634261 (delhi region)

i have complaint four times and always it was told to me that it will be rectified on so and so date.

first cmplaint 07/06 complain number 1060649058400 rectification date 11/06

second comlaint 11/06 complain number 454544 rectfication date 16/06

third complaint 16/06 complain number 4548700 rectification date 21/06

fourth complaint 22/06, not provided complain number . 24 hours.

Sir, plese help me.
