Sim has yetnot activeted

sir i applyed for prr paid sim to cell u com dealer on 10th july and that time the delaer told me it will be activated with in 10 min but i has not happend .and i went back next day he told me you are doquments is not proper so ur sim has been de activated so u have to giv again document . but i gave again . after that i am again fasing same kind of problem..i call to airtel customer care, they told u r document still not recived ..and pls tell me wht should i do..
