Deactivation of bhakti tashan services

Inspite of many complaints regarding deactivation of bhakti tashan this problem is still unsolved.since last seven weeks rs.20 is being deducted from my balance.every time imade acomplaint iwas assured that this will not happen in future and balance will be reverted back to me.but four days ago date, 13.09.09 again rs.20 has deducted.please help me.otherwise ihave to take some action.
