DUPLICATE SIM ACTIVATION

I got a duplicate sim today morning (10 am). It was informed that my sim would be activated in 2 hours. But it when I checked it today evening (6pm). I got a msg tat registration failed. Wghen I called customer care, they advised me to buy another dulpicate sim (paying Rs.25) again. Im ready to pay but will the airtel provide me the reason for this and also my time.
