Outgoing is not working

I have enough balance in my cell but the outgoing facilty has been blocked whereas i have submitted my concerned documents twice.
when we call to costumercare then we are not able to talk to the costumer car executive.
when i check my balance then it is showing me :
"application down"
please solve the problem as early as possible and provide the costumer executives no. so that in future we could easily consult them.
