Outgoing is not working

my outgoing calls have been blocked since last 24 hrs. whereas i have submitted all concerned documents twice.

i am not able to talk to costumercare executives also.

my cell no. is : 9794417002.

when i try to check my balance then it shows:

"application down"

plzzz do comment on this as fast as possible.
