DUPLICATE SIM CARD NUMBER CHNAGED TO SOME OTHER NUMBER AFTER @ MONTHS

Respected SIr/Madam, 5 months back i lost my airtel prepaid sim and done block and transfer, later aftr 2 months i applied and got a duplicate sim card, from a local retailer who bribed Rs.200/- and i paid the amt. and took the sim card since it was emergency, but after a month my number has changed from 09880349098 to 09880349048, how is this possible? who is the persn responsible, the retailer said he can't do anything, i want this retailer to be warned from a right person from airtel, this is a fraudlent activity. i can provide this retailer name and address if any person from airtel contacts me about this, because of this inconvenience from my numbers getting changed, i'm going to lodge complaint against airtel, as it's a matter of prosecution.
