Illegal charging

Yesterday (22/10) morning at 10.06 I tried to call 9745498015, my son in law in Qatar using my Airtel sim No. 9746202597, he was not available on phone so I disconnected. Then came the message from airtel telling me that my call is charged Rs. 11, which was deducted from my balance with airtel.

On asking customer service thru 121, today I was told that when the call goes to international net work it will be charged. Is it not strange? I have been using mobile phone for many years, inside and out side India. I was never charged for a call until the called party attends to the call for even a second. But airtel tells me that even if there is no response I will be charged! And I am charged for one minute! If it is the case then we have advice all our friends to avoid using airtel for international calls. If the called person is not available you will charge us. I received a message from airtel after the complaint with the no. 1023123023, which I could not understand, as it asked me to check my balance in 121, we get balance from *123#, not 121..
