Sim Not activated

My son Mr. Shyamkrishna Nath Tiwari was using one Mobile Phone Number 99360 56789. The telephone was lost. Then he approached Gorakhpur Office and some person took Rs. 250/- and issued a new sim card telling that it will be activated.

Even after lapse of more than ten days the number 99360 56789 has not been activated and it is not accepting re-charge coupan.

Kindly help us.
