Mobile Tower Installation Fraud

Can anyone take actions again the Ajith Communications mobile tower company (Ajith Communications, 6th Floor, Lotus Tower, Andheri East, Near Andheri East Railway Station, Mumbai), They are giving advertisement daily in Times of India under Business Proposals. When I called them (919971382784, 919654830726) Someone with Name Ajay Raaj talked with me and told me to register by depositing Rs 5500 in the IDBI Account (200104000053118). Account Holder Name is Munna Lal. After 3 working days of Registration he called me and told that My land is oked in survey for Installation. He asked me to send my Date of Birth so that they can prepare DD. He even asked to deposit Rs 23700 towards documentation Charges He even given the break up of Rs 23700 as (1000 for NOC from Communication Ministry, 1000 for NOC from WHO, 1000 for NOC from Local Mandal office, 11400 for Insurance of Tower for 25 Yrs, 9300 for TDS Certificate). After Depositing the amount in the eveneing he called me and told that the documentation process is completed and DD and documents would reach me in 2-3 days. Till today I did not receive it and when I called him he is not picking my call. When I tried to reach him through other numbers he is telling that he is Ajay's brother. Please do the needful.
