Illegal transfer charges and coc payment of late completion penalty

I had purchased a flat in "Media Majestic Towers", near EDM mall Ghaziabad, being built by AJS Builders. The Project has been delayed by several months. The builder is asking for Rs 150 PSF towards transfer charges if I sell the unit, though the unit should have been completed by now and would have been registered in my name. I am already bearing the cost of delay of the project by paying the interest. He is also not paying any charges for pnalty of late completion.

1.Is the transfer charge legal (even after the stipulated date of completion of the project)?

2.What is the procedure of filing the complaint.

3.How much time the consumer court takes to settle such case

4. Is the decision of consumer court final or can the builder approach other appelate authorities too leding the case to linger on for years??

5. Can you suggest a legal adviser who charges nominal fees
