IPTV service not available

I am a subscriber of telephone, broadband & IPTv (cable TV) services provided by MTNL. It is my experience that one should I am not being able to view bare necessary news for the last 2 months. Everytime i have complained there is a new operator who registers the complain and thae NO ACTION .The service engineer who came everytime to attend is unable to rectify so I am without IPTV for the last 2 months
