Non refund of security deposit-Rs 999

I had disconnected my MTNL- IPTV connection on 13th Sept (MTNL cancellation no.- 1170) because of its poor service and also returned the Setup box to the executive of Aksh Optifiber Ltd on 20th Nov vide receipt no- 7134 and inspite of various reminders by phone & letters, no body is listioning my request of refund of security deposit of Rs 999/- which is very disappointing to me.
