Iptv not working properly

I have taken a connection of iptv through MTNL about 3months before, but I never seen and enjoy this properly, because every time I face a connection problems like "waiting signal", stop the telecast and after two minutes it begins automatically. Some times " Page could not found, please check the network connection" appears on screen. I have logged so many complaints to Aksh Optifiber Ltd and MTNL and every time get consolations. Some times customer care executive says" we forwarded your complian to MTNL for checking the line. etc. Some times they say that your data transfer rate is too low i.e.required rate is 3072/896 but this time it is only 1276. I don't know who is responsible to solve these problems either Aksh or MTNL. Please advise me. My MTNL Phone No. is 011-27292500. Thanks.
