No return of money

I had tried to get their services via MTNL IP tv and paid a checque of rs 1000. in favour of AKSH OPTIFIBRE Ltd. on 25th may. On 14th june they refused to give their service due to some technical prblm in mtnl phone line in our area and promised to return the checque within 15 days but till now, the checque has not been returned, even after lodging the complaint again and again. every time they tell me to wait for one more week but checque doesnt arrive. if somebody also have problem related to this company then pls lodge a complaint and perform the duties of a responsible consumer of india.
