Not giving full and final dues and also not giving pf numbe

I was in ALL SERVICES UNDER 1 ROOF (I) PVT LTD which previously was located at Shanti nagar, Santacruz east and presently located at Goregaon, mumbai. Even after proper handover and clearance, the company has not given me my full and final payment. From last 8 month I am continuously doing follow with company management, but neither they are meeting me, giving me any appointment and nor answering to my phone calls. Beacause of such behaviour from them I registered a complaint to Labour commissioner, at Bombay Central. But the no one is attending from company side for hearing and so each time I am getting new date from Labour commissioner office. Govt Labour commissioner are also not taking strict action on ASU1R. May I know what I can do to collect my full and final settle from the company?

Also I am asking about provident fund number from the company but they are not giving the number also How I will get the PF number, how I can withdraw the money and how I will come to know the PF amount in balance in the account. What type of action I can take on this company?
