Unusual sound

sir,

this is a complaint about my car. i have purchased an alto std car three years back from a maruthi shoroom in kerala.now there is an unusual sound is coming from its front bottom side while starting the engine and on running.it is similar to the sound of scratching of two metal parts.i approached an authorised service station. the mechanic said, the problem is there inside the silencer it got rust and the rusty parts make the noice.to solve this, either break the silencer to remove the rust or replace the whole set.if you do the first the sound of the car will be changed so let me know what is the real problem and how can i solve this.
