Illegal construction in building area

Hi,

i m Javed ansari m residing in a building where 5 shops are in the building area in ground floor nr. parking area... Now this shopkeeper's are using more area then the actually there shops are even they have constructed out there shops 2'' feet more out frm there shops, that means 20 sq feet more area to 1 shop. And society is not taking any action against them because one of the shopkeeper is also vice-secretary of our society. So plz can anyone suggest me is this right or wrong... If it is wrong then how to take action against this.
