Non allotment of accrued holidays

I was pursued for white upgradation by CM official. I came in his trap. My blue card is fully paid up. I have so far paid @ Rs 1.4 lacs to CM. However, CM is refusing to allot me accrued holidays in Blue period saying that I must clear all white card dues first up.

I feel cheated. Again no one is there to answer any call and give evasive answers. I am not interested in white membership if this is the case. But to whom to talk or correspnd to?
