Interest charged on interest

The maintenance charges payable by us is Rs.547 monthly. It is due from April. In january we paid an amount of Rs.20, 000/- after which only Rs.1872 towards maintenance chargs is due from us. But apart from this monthly maintenance charges the society has been recovering interest from us. But this interest was charged on the interest amount of earlier month also. My question is whether the byelaws permit charging of interest or penalty on the interest amount outstanding of earlier months.
