Transfer not completed

Sir, i purchased shop at nehru shopping complex last year from the previous owner, allthough previous owner already obtained noc from the trust, i paid all the purchase price to old owner, and submitted papars for owner ship transfer to the trust office. first trust raised objection on reinstalling of Shutter door while renovating the shop space, later when i settled this issue of trust then they raised another issue that old owner has not paid Punjab govt. CEss of 4% on purchase price.. here i would again like to inform that old owner already obtained NOC and he was under no obligation of paying This cess amount as same was not charged during intial possession formalities, but after 4-5 years of possession and reselling to me, trust has been delaying the transfer process..there staff shows the demand letter of 4% cess but same is not yet officially sent to me or to the old owner and no demand is ever made to us. kindly advice what to do. as they dont have any valid reason to delay the tranfer.
