Egarding the late registration of vehicle and poor service

Respected Sir

myself Dr Anshu goel working in SGPGIMS lucknow as a senior doctor in oncology deapartment (radiotherapy). I have purchased a car on 21 oct to ANAND motors lucknow (maruti suzuki showroom) they comitted that they will give registration number of my car within 3 to 4 days. but till 30th oct they did not provide me registration nubmer of my car and they asking for nine thousand two hundred rupess extra for registration fee. on questing why they ask for extra amount they told me that RTO registration fee has increased. I personally inquired and found that RTO registration fee incresed (aplicable) on 28th 0ct 2009.

please solve my problem as soon as possible because without registration i cant derive my car.
