Not giving caution deposit back

I am one among those students who completed Bachelor Degree from AMS Engg college. After completing i approached the college officials asking for my caution deposit. But theyare not giving it back and saying some stupid reasons. When i approached the Chairman he told me that they have some incometax problems now and when all the problems are solved they will send the money to my home address. I completed the course in 2005 and even after 3 years i didnt get my money back.

I approached the college officials two three times for the same thing. I am not the only person who didn't get the money back. Almost the entire 2005 batch did'nt get the money.

The total amount we have to het is RS 7000. We studied there paying an anual fees of RS 55000.

The behaviour of the college officials were very rude when we asked for the money.
