Not received smart card since 2 years

Last year my husband bought his hyundai santro from them in the month of january... but still havn't received his smart card after making numerous calls and numerous visits... it just feels so helpless as he has shifted his base to delhi now and car has been purchased in mumbai its so tough to keep track of it now. It's very frustrating and sad.
