Disturbance on peaceful living

We are living in an in Kaggadasapura. These flats are constructed by builder on JD. The builder has constructed many pent houses with out any lift facility. The people staying in these pent houses are coming upto last but one floor by lift and going by steps to the pent houses. In this context, we are all disturbed a lot on our peaceful living because of the rush in the floor and lot of noise and sound even in odd hours. This became a nuisance and disturbing our peace ful living. In addition to this, there be lot of noise and sounds from the pent houses which are directly disturbing inside our flat living in all the rooms and all the times. How to go about this problem? Whom to complain? Can it be registered as a consumer complaint? If so kindly consider and take necesasary action on the builder who constructed pent houses and disturbing all the living people in the flats. Immediate action is requested
