Deficiency in service

I have bought APC Home inverter Model No-H1800SQ on 08/09. It carries two year warranty. On 29/03/52009 as it was not working I made a complaint. My complaint No is C1-905188839. On 30/3 a technician came and after inspection he stated that the battery has become defective and has to be replaced. Till now ie, even after 25 days it is not replaced. Many e mails have been sent but no response. Every time i make a call it is replied that it will be replaced in a day or two. It was never done
