Leakage in new property not being attended to

I Have brought a new property from Appaswamy builders. Just before the flat was handed over i noticed profuse leakage in my 8th floor flat (Building is 12 floors). I have requested several times verbally to attend to it. but there was no prompt action. I have given a written request in May 08. And have followed up with more than 10 E mails. Still the proble persists. Please guide me how to overcome the problem. I have made 100% payment and the flat was handed over to my uncle since i am residing abroad. I have all the E mails & response trail.

Please guide me. After getting your guidence i will furnish details of my flat details. I wish to have a amicable settlement with sole motto of having repairs being done as early as possible.
