Non receipt of journal on a regular basis

My Economic & Political Weekly sub no. is WBC02726 (from 01.11.2010 to 31.10.2011). They did not sent me the first two copies though I've told them several times. After 1st January the weekly journal became the monthly journal as I received one journal once in a month. So, instead of 4-5 journals per month, I've received only 1-2 journals per month. Till now 14 journals were missing. I've told them several times but they did not send the missing copies. So, what to do?
