Delayed delivery of magazine

Right from the beginning of my subscription, I have been facing a delay in shipment of my monthly magazine. This continued till March and after that, as a result of continuous complaining, I received my magazine within the first 2 weeks of every month till June. Now I have not received my July edition till date. The telephone number mentioned in my payment receipt is in "temporarily disconnected" state whenever I dial [011-26810601]. I mailed my query to them as I usually do, but i received no reply form their side.[ I sent mail on 15-7].
