Non delivery of subscribed issues since 6 months!

I had subscribed to India Today's Gadgets and Gizmos magazine in May and had paid by Cr Card. I was to receive a Reebok sunglasses. After 4-5 email reminders over six months, they sent me the sunglasses.

The next problem started when the delivery of the magazine stopped. I had received only 4 issues insted of 7. I have written to them every month (10 remindersby email and 3 by calls to WECARE!!)since June to cancel my subscription and refund my money, and a Customer Care Rep named Vijay Kumar keeps on assuring me each month that all the missed issues will be delivered within the next 2-3 working days, and that my subscription will be extended by another 6 months!!! Nothing positive is happening, and I am fed up and want my money back. Please help.
