Passport is being delayed

I had applied for the passport in the regional office of Bhopal, MP on 13/12 (Submitted the form from Indore). It has been nearly 10 months since and I haven't received my passport. Status is shown as, "Your file is under processing for further examination of your application. Your police report is Clear." And this status is from past 3 months. Previously, they raised some problem regarding the residential address, I resent the documents and again my status is same. It's really a very long time now...
