Speaking in bad manners and Misbehavior with general pepople

I went to the Ahmedabad Railway station on 13th December at morning 8:30 AM to drop my relative to catch a train Vadodara Memu. I told my relative to call me if he gets the train and waiting for his call out side the railway station. At that time, the traffic police man came and without asking any thing, he started to speak in very rude language with some bad names. If he wish, he could guide me to stand at an appropriate place, but without doing that, he spoke in very bad manner. This type of misbehavior from a traffic police person cannot be tollerable, as they have no right to misbehave with public without any reason. After all they are for the public, public is not for them. I feel very shame on the Traffic Police department that they cannot even teach their employees, how to behave while they are on duty! Should I consider that the Traffice Police recruits an illiterate and unqualified persons to prove their unefficiency? How can we have a proud on our traffice department and what we expect from them? I think, after getting the job securities, they become very safe for their future and behaves like any thing. Can government take any actions on this?
