Money charged for free urinals

I am new to Bangalore. Even though "Free Urinals" is mentioned in the bus terminus at Shivaji Nagar, Bangalore, the guy in charge of the toilet insisted that I pay Re 1 for using the urinal, which was against any law, as there was no mention about this charge anywhere. On being questioned, he said that Re 1 is valued nothing in today's world and insisted that I give it. I however resisted and left without using the urinal. Are the authorities hearing this?
