Minor passport

Hi this is rajesh my wife applied passport for my daughter in december after police enquiry in march 6th the status was by march 22nd passport will be dispatched but after one week they changed status to PLEASE FURNISH FATHER/MOTHER CONSENT IN AFFIDIVIT {IF PARENT (S) IN ABROAD CONSENT TO BE ATTESTED BY THE INDIAN MISSION}.

then i submitted annex h form then pro told me with in a week they will send passport after 10 days i went passport office and attented for adhalath they said file is missing now i dont understand how can i get my daughter passport am working in africa my leaves are finished now i have to leave otherwise my job will be trouble, can any body tell how to take action against passport office staff and also how to get passport
