Cylender sold in black market by agency

We are cusomer of Nutan gas agency, Bharat gas in Udaipur 313001.

We got last cylender on 6th July and when we approach for booking in september month but not accepted our booking when we ask to reason than they told us that they just delivered the cylender to us. We really got surprised that how and where they deliver cylender to us without any booking

So we start investigation and we found that their peoples sold our cylender in black market and we have no cylender till today.

Today is 12th October and our both cylender are empty

Really whats going on in this country. Our cylender is selling black market and we cannot do anything. Where is our rights?

Now what we should to do, so agency can punished?
