Given wrong connection of electricity

Sir,

I chandra bhushan kumar from basara kazi muzaffarpur bihar wants to laws a complain against a employee of bihar state electricity board. The employee whose name is Mr. Deepak singh.(mob no 919931090717) has taken money From Mr. brijnandan Sahi and provided pole and electric wire And stands the pole behind his home. now Mr. Brijnandan Sahi is not allowing me to get connection from that pole. The S.D.O. Bhakhra Sub-division also not taking action against the employee and the person who has taken connection. I hope from here I will get right decision.
