Aise plinth height as per DC Regulation

Dear sir,

according to BMC corporation our area is lowlying and always problem of flooding in monsoon season, developer has constructed plinth equivalant to ground level but as per DC Regulation it should be minimum 30 cm. and in flodding areas plinth height should be flood level height. now developer is not ready to increase the plinth height since plan is passed by the authrity

please suggest me to whom and to compaint against developer
