BMC Road Cutting Not needed

We are resident of Jitendra Road, Malad East Mumbai 400 097. Recently we have received notice for BMC that our whole compound is under road cutting because there is traffic Jam.
But actually at any time of the day you can cross the road with in 3 minutes by your vehicle so where is the issue of traffic Jam. Even if BMC feel that there is the traffic problem than they can make front road as one way as there is road exactly behind our building where hardly any vehicles cross it.
It seem to be a some kind of Scam involve in this, which am not able to understand but there will be lot of beneficiaries from these. It can be contractor developing the road or Landlords as they will get very high TDR etc...
