Cars blocked due to road construction

BMC is constructing and repairing a road near the Fisheries at panchmarga, off yari road, versova andheri west, Mumbai. The residents were asked to move their cars from the parking outside the building and were advised to park near a park. Yesterday without informing any of the guards the road was completely dug up till the park. Due to which our cars are stuck there till the road is constructed. None of us have taken our cars out. How much does it take for the supervisor to speak to 3guards to pass the word to their building residents to remove the cars specially when this has been done earlier when the supervisor needed the cars to be parked away from the road when work was starting?

What if there is an emergency and the car is needed or if someone needed to drive out of the city on an urgent basis?

Appreciate it if whoever is responsible is spoken to and the matter is addressed
