Not issue admit card for many times

Sir,

I want to say that i fill the bsf head constable radio operator form in many times but my admit card not issue. my qualification is intermediate by science stream (NIOS) and it is correct. And all letter is delivered in my home but this letter is not come in my home in last 1 years i fill this form in last 4 times can you me please tell why my letter is not delivered any reason. And it is not fault post man it fault in BSF department . so, please tell me what is a problem
