Maintenance defect

Sir, I am having a BSNL Broadband connection plan 750 plus at my home. Very often there is problems in connectivity of internet. On lodging a complaint in the nearby tele-exchange (Rapti Nagar Gorakhpur) the staff never pays any attention and generally says that the modem may be defective. After getting checked the modem by them they keep on saying that the line may getting earthed and the lineman will vist ur house and check the complaint. But after several vists even the lineman did not visited and checked the faults. I am now bound to get the line checked by private means by paying a large amount. Now I am really feeling why people are really going for private broadband connections. It is really true that the full form of BSNL is BHOOL SE NA LENA
