Non shifting of land line phone

I had applied for shifting of my land line phone no.07622-235741 on 01/07/09. on 29/07/09 BSNL had given me temporary WLL phone no. 07622-297231 and informed that the landline will be shifted within one/two months. Till today the phone has not been shifted and now BSNL official are denying for shifting of phone. Moreover from 07/09 to 29/08/09 I had no phone eventhough I paid rent of these two months and this rent is also not returned to me by BSNL.
