Refund Of Security Deposit

I cancelled my landline and handedover the handset on 28th February I was promised the refund of my security deposit of Rupees 3000/- within the coming 60days. Now after 120days no refund has been made. When I inquired I was given a reference number RE000123845 and told that on 16th April an approval for the amount of Rupees 1081.85 was given and that I should follow up on tel no. 01722624832. I have been calling for over 3 days now and nobody answers the phone!

My complain is

1. Why have they approved 1081.85 as refund when I deposited 3000 Rupees

2. Why the delay for sending my draft/ cheque

3. BSNL why don't they answer their phones???

Appreciate if someone can enlighten me about this!
