Money Refund&Failure.

Dear Sir/Madam I Govind Mittal belongs from NEW DELHI City residing in INDER PURI. On 29th Agust 2009 We had booked IPTV Connection Application Number :016596 of BSNL (MYWAY). We paid them Cheque Amt: Rs 2, 000/- and as per their Words Installation will be done by 10th September 09. They even told me that if we are not happy with the Connection they will refund that amount in two days. But till today there is no Connection nor they are refunding my amount.
