Non delivery of documents

Sir,

I have been in the need of mirgration certificate from IGNOU for my self as well my wife. For this I request to IGNOU Regional centre Karnal for despatch of our migration certificate. At end they informed me that our migration certificate was despatched on 23 Nov by speed post vide our article No. EH 266138433IN of Neelam and EH 266138380IN to our address at 71-R, Model Town, Sonepat-131001. But till today no article delivered to us. As the case is more sensitive and date bound and because of this we are very harrassed, our article be delivered to us as early as possible and guilty personnel/official be fined accordingly. It may please be ensure that in future, like us, no body should be cheated.
