Delay in transfer of Passbook

Sir, I submiited my RD pasbbok no.180649 on 26/10 for transfer from Ordrely Bazar P. O to Mahamandal P.O. Varanasi. The same transferred only after 3 months and I had to pay Rs. 30/- as Penalty in Jan.2010 .. I made a on line complaint no.100000-84418 on 02/02. But on 12/02 my complaint was closed by The department without taking any action.
